DOE will also evaluate the effects on manufacturers and will employ a modified industry cash flow model specifically tailored to this type of product in order to estimate manufacturing NPV. DOE will also consider the impact of these proposals on small businesses and other manufacturing subgroups to determine those that may be disproportionately affected.
